POLISI
mkoani Rukwa inamshikilia askari Magereza, Cleophas Chapaulinge kwa
kosa la kulewa na kupiga risasi hewani akiwa wodini katika Hospitali ya
Mkoa wa Rukwa mjini Sumbawanga na kusababisha taharuki kubwa kwa
wagonjwa na wauguzi.
Kitendo
cha askari huyo kilizua taharuki kubwa kwenye wodi namba tisa ya
wanawake na watoto, ambapo akinamama walipiga mayowe kwa hofu huku
wakikimbia na kujificha kwenye chumba cha muuguzi wa zamu wakiwaacha
watoto wao vitandani.
Akizungumza
kwa njia ya simu, Kamanda wa Polisi Mkoa wa Rukwa, George Kyando
alithibitisha kutokea kwa tukio hilo na kueleza kuwa lilitokea jana
alfajiri.
“Chanzo
ni ulevi wa kupindukia tulimpima kipimo kikaonesha kiwango cha ulevi
kilikuwa juu kupita kiasi alama zikiwa 300 huku kiwango cha kawaida cha
kipimo ni alama kati ya 70 na 40 …. Katika tukio hilo hakuna
aliyejeruhiwa na bunduki yake ilikuwa na risasi 10,” alisema.
Kamanda
Kyando alisema siku ya tukio, askari huyo akiwa na mwenzake walikuwa
kwenye lindo akilinda makazi ya Kamanda wa Magereza wa Mkoa, lakini
alitoroka lindo na kwenda hospitalini wodi namba tisa, ambako mkewe
alikuwa akimuuguza mwanawe aliyekuwa amelazwa hapo kwa matibabu.
Mke
wa mtuhumiwa huyo, Theresia Kalonga ambaye naye ni askari Magereza,
alikuwa amelazwa na mtoto wao wa kike mwenye umri wa mwaka mmoja na
miezi 10.
“Mtuhumiwa
huyo tunamshikilia huku taratibu za kumkabidhi kwa Kamanda wa Magereza
Mkoa wa Rukwa ili aweze kushtakiwa kwa taratibu za jeshi lao kabla ya
kufikishwa kwenye mahakama za kiraia, zinaendelea,” alisisitiza Kamanda Kyando.
Akizungumza
hospitalini hapo, Mganga Mkuu wa Mkoa wa Rukwa, Dk John Gurisha alisema
askari huyo baada ya kuingia wodini, aliweka silaha yake chini akafunua
chandarua na kuanza kuzungumza na mwanawe, kisha katoka nje na kufyatua
risasi hewani na kutoboa paa.
“Mtuhumiwa
huyo alizua kizaazaa kwani askari wetu waliokuwa lindo hapa hospitalini
walilazimika kukimbia ili kuokoa maisha yao baada ya kusikia mlio huo
wa risasi na kumuona askari huyo akielekea walipokuwa wamekaa,”
alisema na kuongeza kuwa askari huyo aliletwa hospitalini hapo na
mwendesha bodaboda ingawa hakuna mtu yeyote aliyejeruhiwa, lakini
alisababisha taharuki kubwa hospitalini.
“Askari
wa Kikosi cha Kutuliza Ghasia (FFU) waliwahi kufika hospitalini hapo na
kumtia nguvuni, na bunduki yake ilipokaguliwa ilikutwa ikiwa na risasi
kumi,” alisema.
Muuguzi
wa zamu wodini humo, Rose Katabi alisema askari huyo alipofyatua risasi
akinamama wodini humo walianza kupiga mayowe ya kuomba msaada huku
wakikimbia na kuwaacha watoto wao vitandani na kuvamia chumba cha
muuguzi kwa ajili ya kusalimisha maisha yao.
“Kwanza
kitendo cha kumuona askari huyo akiwa na silaha mkononi, mwili wangu
wote ulikufa ganzi nilihisi atatulipua kwa kutupiga risasi za moto
…aliiweka silaha yake hiyo chini na kuanza kuzungumza na mwanawe.
Aliniuliza kama mtoto wake ameshakunywa dawa, nikamjibu anakunywa dawa
mara moja usiku.
“Waliingia
walinzi wetu wawili wodini ndipo akaanza, kusema atarudi tena, akatoka
nje akiwa katikati ya mlango wa wodini alikoki bunduki yake na kufyatua
risasi hewani iliyotoboa paa kisha akaondoka na kutokomea gizani,” alisema.
Kwa
upande wa mke wa mshtakiwa huyo, Theresia alisema alipomuona na sare za
jeshi na silaha mkononi alimtaka arudi mara moja kazini.
Walinzi
waliokuwa kwenye lindo katika lango kuu la kuingia hospitalini hapo kwa
masharti ya kutoandikwa majina yao , walidai kuwa askari huyo
alifikishwa hospitalini hapo kwa usafiri wa bodaboda.
“Alitutia
shaka baada ya kukataa kusimama, kwani alipitiliza moja kwa moja akiwa
na silaha mkononi, tulijawa na hofu kubwa tukaamua kumfuata kwa nyuma
hadi akaingia wodi namba tisa alikolazwa mkewe na mtoto wake. Lakini
tulipomuona akikoki bunduki yake tulilazimika kukimbia na kwenda
kujificha ndipo tukasikia mlio wa risasi,” alisema mmoja wao.
Waziri Mkuu: Tanzania Iko Tayari Kujifunza Kutoka Nchi Nyingine
WAZIRI
MKUU Kassim Majaliwa amesema Tanzania iko tayari kujifunza kutoka kwa
nchi nyingine ambazo ni wanachama wa Mpango wa Kujitathmni Kiutawala
Bora barani Afrika (APRM) ili iweze kuboresha hatua ilizofikia kwenye
mpango huo.
Ametoa
kauli hiyo jana jioni (Ijumaa, Agosti 26, 2016) wakati akichangia mada
katika Mkutano wa 25 wa Wakuu wa Nchi wanachama wa Mpango wa Kujitathmni
Kiutawala Bora barani Afrika (APRM Forum) uliofanyika kwenye hoteli ya
InterContinental jijini Nairobi, Kenya.
“Nitumie
fursa hii kukiarifu kikao chako kwamba Tanzania imeshaanza kutekeleza
mpango kazi wa Kitaifa ambao umejikita kutatua changamoto katika sekta
za maji, elimu, kilimo, nishati na miundombinu kama zilivyoainishwa
kwenye kikao cha APRM,” alisema.
“Ili
kuhakikisha kuwa zinafanyiwa kazi haraka, changamoto hizi za kisekta
zimepewa kipaumbele kwenye Mpango wetu wa Pili wa Taifa wa Maendeleo wa
miaka mitano wa 2016-2021 ambao umejikita zaidi kwenye viwanda,”
aliongeza.
Tanzania
ilifanyiwa tathmini yake Januari, 2013 kwenye kikao cha Wakuu wa Nchi
za Umoja wa Afrika kilichofanyika Addis Ababa, Ethiopia.
Mapema,
akifungua mkutano huo, Rais Uhuru Kenyatta wa Kenya alisema viongozi wa
Afrika hawana budi kukubaliana na kuungana kutafuta suluhisho katika
ushindani wa kibiashara.
Alisema nchi wanachama wa mpango huo hawana budi kujenga umoja kama njia ya muafaka ya kufikia makubaliano hayo.
Wakati
huohuo, Rais Yoweri Museveni wa Uganda alisema bara la Afrika
linakabiliwa na changamoto 11 (strategic bottlenecks) ambazo
zinakwamisha maendeleo ya bara hilo na akataka zitafutiwe ufumbuzi ili
kuzisaidia nchi nyingi barani humo.
Akiwasilisha
mada binafsi katika mkutano huo, Rais Museveni alisema kwa zaidi ya
miaka 50, amekuwa kiongozi katika sehemu kadhaa na kwamba amebaini kuwa
changamoto hizo zimezuia ukuaji wa uchumi barani Afrika pamoja na
mabadiliko ya kiuchumi na kijamii.
Alisema
asilimia kubwa ya changamoto hizo haikupata ufumbuzi hata wakati
malengo ya maendeleo ya milenia (MDGs) yalipokuwa yanatekelezwa.
Alizitaja
changamoto hizo kuwa ni mikanganyiko ya kiitikadi ambayo huzaa ubinafsi
na maslahi binafsi; kuwepo kwa mataifa dhaifu (weak states); nguvukazi
duni (kitaaluma na kiafya), uduni wa miundombinu (barabara, maji, umeme,
tehama) ambao unashindwa kuvutia uwekezaji; uhaba wa viwanda
unaolazimisha nchi kusafirisha mali ghafi na uhaba wa masoko ya bidhaa
zinazozalishwa barani Afrika.
Changamoto
nyingine ni uduni wa huduma za kijamii unaosababisha huduma mbovu
kwenye maeneo ya utalii, mabenki na mahoteli; kilimo duni kisichotumia
mbolea, dawa za kuua wadudu, mbegu za kisasa au njia za umwagiliaji;
makosa ya kisera kama vile ubinafishaji au utaifishaji mali
zinazomilikiwa na sekta binafsi; ukandamijazi wa demokrasia na ukosefu
wa maadili miongoni mwa watumishi wa umma.
Naye
Rais Jacob Zuma wa Afrika Kusini alisema kwa vile changamoto hizo
zinagusa nchi nyingi za Afrika, ni vema iundwe timu ya wataalamu
watakazipitia zote na kuainisha zipi zinafaa kufanyiwa kazi na kisha
taarifa yao iwasilishwe kwenye kikao kijacho cha Wakuu wa Nchi
wanachama.
Akifunga
mkutano huo, Rais Kenyatta aliitaka sekretarieti ya APRM ipitie
changaoto hizo na kuziwakilisha kwenye kikao chao kijacho ambacho
alisema kitafanyika Januari 2017, mjini Addis Ababa, Ethiopia katika
tarehe itakayopangwa baadaye.

Minister hails Aga Khan Hospital expansion.

TANZANIA
will save 25 billion/- per year from transferring patients to overseas
upon completion of a major expansion of the Aga Khan Hospital that will
see the health facility develop into a major teaching and tertiary
academic medical centre.
The
Minister for Health, Community Development, Gender, Elderly and
Children, Ms Ummy Mwalimu, said in Dar es Salaam yesterday that the
government spends enormous amount of money every year in providing
tertiary level treatment to Tanzanians in overseas hospitals.
“The
expansion will allow us to ensure that Tanzanians receive advanced
medical care at home with all the convenience and support that they
rightly deserve,” said the Minister at a ceremony to unveil the project.
The
project worth 167bn/-, which will be commissioned by 2018, will allow
the 175-beds hospital to provide best health care in non-communicable
diseases. Ms Mwalimu, who was the guest of honour at the event,
expressed gratitude to the Aga Khan Health Services Institution which
owns the Aga Khan hospitals, for its contribution in development of
health services in the country.
“The new project is truly a significant investment towards health sector public partnership investment,” she said.
Ms
Mwalimu observed that the non-communicable diseases were on increase
pointing out junk foods and lifestyle changes as the main cause of the
diseases. Chair of the Board Executive Committee of Aga Khan Health
Services, Princess Zahra Aga Khan, said her institution came up with the
idea of expanding the hospital in Dar es Salaam following the increase
of cases of non-communicable diseases.
“Five per cent of the cases the Aga Khan Hospitals receive are of non-communicable diseases,” she said.
Director
of Projects and Clinical Programmes Development at the Aga Khan Health
Services, Dr Zeenat Sulaiman, said the health facility will house
clinical units of neurosciences, cancer, oncology, gynaecology and
neonatology. “The health facility will have teaching and learning spaces
at each clinical unit throughout the hospital for allied health
professionals,” she said.
Meanwhile,
Ms Mwalimu has directed Muhimbili National Hospital (MNH) Board of
Directors to oversee that the hospital reduces unnecessary referrals
abroad to cut government spending on the area. She also directed the
board to look through the possibility that 25 per cent of medical drugs
reimbursement is used for procuring medicines from the Medical Stores
Department (MSD).
Ms Mwalimu made the directives when inaugurating the new MNH Board of Directors in Dar es Salaam yesterday.
"Over
25bn/- is spent on referrals outside the country every year; I am
convinced that you are going to reduce the number once MNH achieves its
status of a super specialist medical centre in the country," said Ms
Mwalimu.
These
can only be achieved by availing those health services that are sought
outside the country yet they can be obtained within the country,
although to some extent that has been attained citing an example of
cochlear implant.
"The
procurement of drugs and medical equipments at MNH should be properly
scrutinized so that 25 per cent revenues obtained from medicines is used
to buy the same from MSD," she said.
Ms
Mwalimu called on the board to see through that collection of revenues
at the hospital is improved while exercising the National health Policy
for women, children under five and elderly obtain medical services
freely.
"I
commend MNH for a notable achievement on revenue collection from the
former 2bn/- to currently 4bn/- in a month," noted the Minister. The
Chairman of the MNH Board, Prof Charles Majinge, pointed out that for a
long time, the performance of the hospital was not as expected due to
financial constraints and lack of enough medical supplies but it was
time to exercise a new vision.
"My
Board will work to see that we are generating effective solutions that
will work on the long existing challenges that have been facing the
hospital," pointed out Prof Majinge.
All
these will be achieved by MNH reflecting its status of a super
speciality medical centre and improved services offered at the hospital.
Meanwhile, Muhimbili National Hospital has received three ambulances
from the Government of Japan and Bango Sangho Dar es Salaam.
Speaking
at the handover ceremony, the Ambassador of Japan, Mr Masaharu Yoshida,
said a grant contract was signed in February 2015 by the two countries,
whereby Japan extended 36,603 US dollars, which is equivalent to 80m/-
for the purchase of two ambulances.
‘‘Before
the project, MNH had only one ambulance functioning, patience was
required to use public transport or private cars for referrals, which is
a big burden, particularly to the low-income people,’’ he remarked.
He
added: “The situation caused delay of medical care or sometimes death
of people, so upon the request of the former Executive Director, Dr
Marina Njelekela, the Government of Japan decided to extend this grant,"
said Mr Yoshida.
On
her part, Ms Mwalimu extended recognition to Japan and Bango Sangho Dar
es Salaam for their assistance, noting that the ambulances will help
save many lives. She called on more individuals with the ability to
offer emergency service aid such as ambulances to do so to help save
lives.
